Abstract

Emergency management is critical for the safety of life and property, as well as the economic and social stability of a country or region. To improve the level of emergency management, China has established the Ministry of Emergency Management of the People's Republic of China (MEM) in its institutional reform of 2018; however, problems and challenges still remain and must be resolved urgently to fulfill the demand of the public for safety. It is interesting to study as the first major emergency coordination activity the MEM undertook after its formation. Therefore, this study takes the bus crash accident in the Wanzhou District, Chongqing, which occurred after the establishment of the MEM, as an example by analyzing the performance and responsibilities of the emergency management departments, the transportation departments, and the public security departments. The problems existing in the rescue process of the MEM are also analyzed. Finally, suggestion on the effective adjustments to tactics are proposed to provide references for improving the emergency management system in China, respond to accidents effectively, and protect public safety.
