Abstract

This discussion paper lays out the case for a Legislative Budget Office (LBO) in the Solomon Islands, with particular emphasis on local factors such as (1) intensive reforms across three dozen initiatives, (2) the need for oversight and accountability over exogenous funding, (3) the restructuring after post-2014 flooding, (4) the increasing diversification of fiscal resources, and (5) the need for enhancing budget transparency more broadly.
