Abstract

We consider the problem of measuring the benefits of improvements to the transportation system in urban areas. Early work suggested that such benefits could be measured by analysis of the changes in the aggregate value of land. Subsequent work has cast doubt on this possibility. In a city with development controls that are ‘efficient’, we show that it is possible to make use of changes in land values to measure the benefits of transport improvements.
