Abstract

The grandiose tasks indicated by the Twenty-sixth Congress of the CPSU [Communist Party of the Soviet Union] for the country's further economic and social development advance the planned raising of the cultural, technical, and skill level of blue-collar workers as one of the most important demands. This problem becomes all the more timely in the face of the continuous improvement of equipment and technology and the introduction of progressive forms of labor organization, production, and management. And this is to be expected because the skill level of workers has a direct impact on improving product quality, on accelerating the growth rate of labor productivity, and on intensifying the thrift program in the workplace. The planning of worker training promotes the rational use of labor resources, which is especially important in view of their growing scarcity.
