Abstract

The article highlights the complex of problems occurring in the process of construction of the Krasnodar reservoir and related facilities. The author pays attention mainly to the resettlement from the flood zone and cleaning of the reservoir bowl, as well as some related problems. The study is based on archive sources and mass media of that time. As a results of the conducted research, the author observed that the policy of «high culture of farming», proclaimed in 1965 and announced at the October Plenum of the Central Committee of the Communist party, was reflected in the decision on the construction of the Krasnodar Reservoir. The same policies largely justified the subsequent steps in construction of the reservoir and the related facilities, although the reservoir project was launched in 1964. By today the Krasnodar Reservoir could not realize all ideas of the policy of «high culture of farming». It had not implemented the two key ideas which were the basis of the construction: reproduction of valuable fish species and implementation of the annual gross yield of rice in the Kuban up to 1 million tons. The dreams about the recreation areas, complexes of buildings of cultural and consumer services, improved conditions of navigation also did not come true. The Sturgeon-Rubtsovo-Shemainy plant, spawning grounds, and other costly systems have not been used and declined. But it should be noted that the Krasnodar sea continues to implement its main function – salvation of the lands of the lower reaches of the Kuban river, as well as the provision of Krasnodar with drinking water.
