Abstract
Abstract This chapter studies Article 87 of the Treaty on the Functioning of the European Union (TFEU). Effective cooperation between all law enforcement authorities in the Union is crucial for the constitution of the common area of freedom, security, and justice, because it forms an essential basis for protecting the rights of persons and for preventing and fighting criminality. Article 87(2) TFEU lists the areas for police cooperation exhaustively. They focus on information exchange, training, funding, research and innovation, and operational cooperation. Police cooperation does not cover only activities of the law enforcement services in the Member States, but also includes the activities of the respective bodies established to support such cooperation at Union level. The chapter then looks at different information systems, including the Schengen Information System (SIS), the Visa Information System (VIS), the Entry/Exit System (EES) and European Travel Information Authorisation System (ETIAS), and the agency for operational management of large-scale IT systems (eu-LISA).
