Abstract

The processes taking place in all subsystems without exception that form the structure of modern society have become the reason for the attention of the scientific community to the study of contradictions, problems and priorities for the development of the territory of the municipality as a socio-economic system of a complex nature. It is the complex nature of the system that gives rise to a large number of questions that arise in the process of a comprehensive study of territorial and unique features, difficulties in choosing research methods and tools for solving problems at the stages of developing and implementing a territorial development strategy. The individual characteristics of a particular municipality and the goals of the territory development strategy set tasks for the developers, the solution of which depends on the correct choice of priorities, taking into account emerging barriers and limiting factors in the implementation process. The authors systematized legal acts as the foundation for building a territory development strategy, approaches to classifying contradictions on the scale of the economic system, substantiated the need to adjust the strategy as a medium-term and long-term task to the challenges of the new time, including technological breakthroughs in management and information and communication space.
