Abstract

The country of Indonesia is a country of law. Based on Article 34 of the 1945 Constitution explicitly states that, "the poor and abandoned children are nurtured by the state". Bearing in mind that the purpose of the establishment of the Republic of Indonesia is to advance public welfare as stated in the Preamble to the 1945 Constitution. The Ministry of Social Affairs through the Family of Hope Program (PKH) has the goal and ideals of breaking the poverty chain by paying attention to education, health and social welfare for the poor. The Family Hope Program (PKH) is a social protection program that provides non-cash assistance to Beneficiary Families (KPM) required to carry out the terms and conditions set. This program, in the short term aims to reduce the burden of Beneficiary Families (KPM) and in the long run is expected to break the intergenerational poverty chain, so that the next generation can get out of the poverty trap. The Harapan Harapan Program, which only provides non-cash assistance, has now developed into the empowerment of Beneficiary Families (KPM) to be more independent and prosperous. The implementation is by establishing E-Warong (electronic mutual cooperation stalls).The writing of this journal belongs to the category of library research. Literature study is an effort to obtain data by exploring, examining, analyzing and identifying knowledge with the problems in this writing will be studied in a juridical-normative and juridical philosophical. In addition, this writing also uses a historical approach, a political approach, a juridical-comparative approach, and a socio-legal approach. Data collection techniques in a study are quantitative or normative, namely by books, journals and the internet. E-warong breakthroughs (electronic stalls of mutual assistance) include the Small Merchant Supply Program to beneficiary families (KPM), the Healthy Cheerful Gymnastics Program, the Creative Economy Program.
