Abstract

Fundamental changes in labor relations and the widespread implementation of mechanized and automated mail processing technology were both associated with the structural reorganization of the United States (U.S.) post office in 1971. The Postal Reorganization Act created a public corporation to replace , the Post Office Department (POD). Postal reorganization grew out of the failure of the old structure to reconcile the competing demands of business mailers for faster mail service, postal management demands for increased mechanization and greater control over postal operations, and postal labor demands for higher wages and collective bargaining rights.
