Abstract
AbstractGeneral technology of planning comprehensive programs and measures for preventing and overcoming reasons and consequences of emergency situations (ES) is proposed, which is based on objective approach and aimed in a first instance at formulating goal set and implementing programs and planned decisions into specific procedures and activities which provide achieving and feasibility of formulated goals. This technology includes a sequential statement of goals, their supporting subgoals (tasks), standard sets of measures for their fulfillment, performance criteria and constraints, as well as their using to synthesize the optimal (rational) strategic plan for implementation of required sets of measures.
