Abstract

The reliability unit commitment (RUC) process produces physically secure schedules. The RUC schedule reflects the RTO's responsibility to maintain physical system security. It is also important that, in creating the RUC schedule, the RTO should minimize any undue interference to market performance caused by market participant behaviors. The challenge with good RUC scheduling lies in the need to maintain physical system security without being heavy-handed tempering with natural market performance. Specifically, this translates to the following business functional requirements for RUC scheduling. 1) RUC schedule should be based on market schedules. 2) Assess supply adequacy and security of the market schedules. 2) Commit additional resource capacity, if required, to ensure supply adequacy. 4) Perform realistic analysis of next-day's transmission security.
