Abstract
Between 2010 and 2014, almost 3000 MW were installed in wind power plants in Romania. The development was generated by important incentives promoted by the Government. In this way, Romania reached the target of renewable energy assumed for 2020. However, there is still a lot of potential to continue the development of wind power plants in order to reduce the greenhouse gas emissions. In this context, as Romania still has large areas with potential for wind power plants projects, this paper studies the technical and economic opportunities for the development of such wind power plants on the Black Sea. Based on the obtained results, this paper proposes a series of measures that could lead to a viable offshore wind power plant project.
