Abstract
As of the 1969-70 school year, new syllabuses will be introduced the primary grades of every school the country. This is a great event. The transition to three-year primary education and to the new syllabuses not only means substantial progress the near future but also opens up broad vistas to further basic improvements elementary education. The instructions the November 1966 Decree of the Central Committee of the CPSU and the USSR Council of Ministers, On Measures for Further Improving the Work of the Secondary General Education School, are the guidelines to action. The decree emphasizes that in the face of rapid scientifictechnological and social progress, the role of the school, which must ensure the rounded development of a younger generation, of worthy builders of communist society, is growing as never before.
