Abstract
The tapping labour shortage confronting the dominant rubber smallholder sector in Kerala has been unique for its multifaceted dimensions and responses of the stakeholders. Prima facie, the tapping labour shortage is being viewed as an ensemble of supply side issues in isolation from its unique technical, organizational, structural, demographic and gender dimensions as well as the wage payment system. Hence, in popular policy parlance, tapping labour shortage in the smallholder sector is equated with inadequate reproduction of labour in the traditional agricultural sub-sectors of the state.The emerging trends not only underline the inherent limitations of the policy initiatives to address the tapping labour shortage but also pose serious challenges to the sustainability of the widely applauded achievements of rubber smallholder sector in Kerala. This paper attempts to: define multifaceted dimensions of the tapping labour shortage and to examine the link between the tapping labour shortage and the emerging trends with a view to suggest policy options from a long-term perspective.
