Abstract

This article presents the results of a survey of the development of systems for the evaluation of criminal justice programs funded through Law Enforcement Assistance Administration (LEAA) grants. LEAA established a requirement for program evaluation in early 1972. State Planning Agencies (SPAs) organized pursuant to the provisions of the Safe Streets Act were surveyed from May through October of 1972 in order to identify the nature and extent of project and program evaluation activity underway or planned. The survey emphasized the identification and description of “evaluation system” development. This report presents a summary of evaluation activity in each of the 54 jurisdictions with an SPA. Four innovative systems are described in greater detail.
