Abstract

Many defined benefit public pension plans, due to economic challenges and demographic trends, report significant underfunding of plan liabilities. This symposium addresses important issues surrounding the potential crisis such underfunding could cause. The articles that follow this introduction provide insights into the causes of underfunding and suggests changes that could mitigate underfunding without changing the structure of the plan.
