Abstract
The purpose of the research is to substantiate the possibilities and strategic directions of blue growth in post-war Ukraine, namely, relevant provisions of the country’s Recovery Plan. The theoretical basis of the research is the concept of sustainable development and, in particular, blue growth. The methodological basis of the research is a SWOT analysis of the blue growth directions in Ukraine, taking into account the factor of natural assets, in the post-war period. According to the results of the SWOT analysis of blue growth directions in post-war Ukraine, taking into account the factor of natural assets, in accordance with the content of relevant projects of the working groups of the National Council for the Recovery of Ukraine, the following strategic directions were further developed: maximax, which includes: experimentation and phased implementation of pilot projects blue growth taking into account natural assets, dissemination of successful experience in the implementation of blue growth projects in Ukraine; maximin: mobilization of business to participate in the field of blue growth through international and state financial support, institutional support and promotion of the implementation of programs and projects of blue growth taking into account natural assets; minimax: assessment of the feasibility and content of project proposals in the field of blue growth using natural assets, holding regional forums and round tables on blue growth, ideologizing blue growth and training personnel, broad involvement of public-private partnerships in the field of blue growth; minimin: creation of coordination centers for blue growth and natural asset management, consultations with experts of international organizations. The obtained results of the research can be projected into the plane of implementation of nationwide long-term projects and management decisions relevant to blue growth, taking into account the natural assets of the Ukrainian Black Sea region
