Abstract

This paper is based on material collected on a return visit recently made by the author to a case study area he had researched very extensively 14 years ago. It is written from the point of view of someone who originally studied the social anthropology of post-industrial societies, and economics, has since studied regional labour market and industrial policy, and who has also worked in a local authority planning department. The early research was a study of the impact of a pulp and paper mill located in the early 1960s near an isolated town called Fort William, in the Highlands of Scotland (Psenicka and Davies, 1974). Fort William and its surrounding communities make up a settlement estimated to be some 12,500 people, within a District (Lochaber) of 19,395 (Lochaber District Council, 1985).
