Abstract

The government has designated national goals and strategic objectives for the development of the country’s economy. The agricultural sector must develop in accordance with the strategic guidelines and tasks facing the national economy, in addition, the industry faces global challenges, to overcome which a qualitative transformation of the industry based on innovation is required. It is possible to develop in accordance with national goals and strategic objectives only through performing an accelerated modernization of production facilities and significantly increasing the pace and scale of the development and implementation of innovative technologies. The government implements national projects and state programs that stimulate innovation and provides financial support. The paper analyzes the legal regulation, measures and instruments of government stimulation of innovation, systematizes state measures to be taken for these purposes and the resulting effects. Proposals for regional stimulation of innovative activity are formulated.
