Abstract
This paper took Shuozhou City, the typical coal resource city, as an example, taking the necessity and the possibility of sustainable development as the start point, using SWOT analysis to analyze the advantages, disadvantages, opportunities and challenges of Shuozhou City, respectively, giving a comprehensive assessment to its sustainable development conditions. Finally, a new industrialization road, industrial innovation and the special urban construction were put forward as the countermeasures. This study provides a reference for the transformation and development of resource-based cities which are in the mature period, and to prevent a series of social and economic problems that may occur in the ensuing recession period, as well as balance the development in China's eastern, middle, and western regions.
