Abstract

The paper introduced the policy implemented in Pudong for rural healthcare workers development, featuring incentives for talents, encouragement for mobility and talent retention. This policy has scored initial success in attracting healthcare workers to work in rural areas, promoting growth and structural optimization of rural healthcare teams and alleviating talent loss in such areas. The authors held that future reforms should focus on fiscal sustainability, avoiding the policy lowland effect and build a mechanism for long-term follow-up, appraisal and feedback.
