Abstract

Reliable black start plays a critical role in power system restoration, which is vitally important for the power grids. When a blackout event takes place in the power grid, Fast Cut Back (FCB) thermal power units can provide black start service and recover the power system. Considering the difference of black start units, this paper discusses the problems of the current compensation of black start service for Fast Cut Back units. Based on the analysis of black start capacity cost and actual black start cost for Fast Cut Back units, the corresponding compensation standard is estimated and then the recommendation for the new compensation standard is proposed to improve the existing compensation standard.
