Abstract
Anyone wishing to examine the present state of the social sciences in any country in the world comes up against the difficult but unavoidable problem of delimiting the area of study covered by International Relations. This brief study seeks to evade interminable methodological discussions by adopting a highly selective criterion which identifies, in the case of Brazil, the study of International Relations with the debate on foreign policy. For Brazil this criterion is acceptable, because by concentrating on analyses of the state’s external actions very few specialists in International Relations will be left out of the purview of our survey.1
