Abstract
Three new programmes, running through to 1990, are now in place within the European Community and will involve tens of thousands of young people. The education and training of the young, who will live within and give life to the combined Europe of 1992 onwards, must henceforth represent a crucial element in Community co‐operation; these programmes should help to revive growth, and therefore employment.
