Abstract
This paper summarizes the research findings presented in this issue, outlines the gaps in our knowledge and suggests implications for our policy on student aid. The impact of financial aid on enrollments, tuition and expenditures at colleges and universities, is examined in the light of models of institutional behavior. Issues such as the distribution of aid to targeted subgroups (e.g. minorities and low SES households), the definition of financial independence, the possibility of excessive borrowing and the shift from need-based to merit-based aid are analyzed.
