Abstract
This article presents a radically new view of the role of procurement in local government. The 1995 UK White Paper on government procurement is discussed and its implications applied in the local context. The concept of the ‘enabling authority’ is introduced, with strategic procurement at its heart. The author concludes that strategic procurement officers hold the key to making a success of the new model of local government.
