Strategic planning in the sphere of state security as an example problem

Abstract

This paper examines the problem of legal regulation of strategic planning under current conditions. In this paper authors analyze the documents of strategic planning which have been developed in recent times. The process of strategic planning is development and adoption of the documents as a framework for state authorities` activity as required by Law on National Security of Ukraine (2018). On the basis of previously conducted research it was established that the problem of competences still exists. This problem determines the necessity of further improvement of the legislation. This is caused by the need to reform the system of central executive authorities. The problem of the division of competences and the need for proper organization of state authorities has been examined using an example of the State Security Strategy. Areas for effective planning at the strategic level are proposed, taking into account views on the state security system.
