Abstract

Currently, the Russian-American dialogue on nuclear arms control is in a state of deep crisis. If this dialogue is resumed, the parties will face a number of serious problems: the emergence of fundamentally new strategic weapons (nuclear and non-nuclear); prospects for China's transformation into a third nuclear superpower, and an ideological impasse in Russian-American relations.
