Abstract
Here we begin the study of moduli of vector bundles on a surfaceS with a fixed restriction to a divisorD. Here we stress the caseD≊P 1. In this way we construct many families of stable rank-2 bundles onP 2 with unbalanced general splitting type (in characteristicp>0).
