Abstract

The article explores one of the areas of the state youth policy - measures to support young professionals at the level of the constituent entities of the Russian Federation. The importance of solving these issues is emphasized for regions where there is a signifi cant outfl ow of talented, active youth to the federal center. The author analyses the normative legal acts of the constituent entities of the Russian Federation in the designated sphere, considers their forms, notes the diversity and heterogeneity due to the multisectoral legislation that underlies such regulation. It is emphasized that mainly measures to support young socialists are diff erentiated by professional criterion, as well as by the criterion of living in rural areas. The regional practice of providing young professionals with organizational support measures is analyzed - organizing professional competitions of young specialists, creating collegial advisory bodies with the participation of youth, organizing internships of young specialists and a mentoring institute, quoting jobs for young specialists. Measures of economic support for young specialists are classified and discussed in details - the providing certain types of property, funding on a competitive basis (bonus), in the form of additional social support (one-time, annual quarterly, monthly payments, etc.). The negative regional experience of mixing the support measures is given, the need to take into account sectoral legislation when establishing certain measures is emphasized. The article notes the increased attention of the State to work with young people, but concludes that the current support measures are insufficient due to their lack of financial support.
