An analysis of business activity and innovation in the business environment among different countries of the world shows that there is a direct relationship between the development of the business environment and the availability of appropriate infrastructure, the quality of government regulation, and the availability of a wide range of relevant financial and investment instruments. At the same time, the conditions for the functioning of business structures and the socio-economic sphere of Ukraine in 2022, under the influence of Russia’s full-scale military aggression, have become significantly more complicated. The lack of safe working conditions for investors and businessmen during the war makes it impossible to restart the economy, introducing even the most progressive legislation and EU standards on a transparent, anti-corruption basis. To restore and win the war, Ukraine needs to use effective tools to activate domestic business structures.
