Abstract

The article is devoted to the most powerful engine of social progress, one of the main indicators of social development - the science of management and state policy in this area. After our country gained independence, the sphere of science was reorganized, a law was adopted as a priority of state policy, many different programs were proposed and ways of their implementation were determined. However, the policy in the field of education and science in the country is diverse and uneven. After all, reforms in this area should be supplemented and changed along with the development of society. The article analyzes the main directions and levels of state policy, plans and state programs for the management of science in Kazakhstan. In addition, strategic development plans are considered, coordinating bodies for the development of science, the expectation of a breakthrough in science, the impact of global economic development on social relations, the impact on science and conditions based on various theories and concepts. According to the authors, the prospects for the development of science in Kazakhstan will depend on what the state expects from science and, accordingly, what should be the science and technology policy. To fully understand this issue, it is necessary to be able to see or develop the concept of science management or the country's scientific and technological policy in the development of science.
