Abstract
State pardon is a genuine tool for leadership and security. Many governments in the world, Nigeria not in exclusion has benefited from the remedial policy which aims at achieving nation capacity building in leadership and security. Leadership as a by-product of nature and nurture cannot be overlooked. The failure of many nations is not out of lack of resources or manpower but leadership. Security as important as it is depends much on the perspective, which is more psychological at times than practical. Because of the uncertain nature of leadership and security, state pardon has been a tool to enhance these all important areas of nation building and interest. Some individuals welding great influence can enhance or endanger national leadership and security. To check abuse, state pardon should not be pure political matter but pan-sectoral (all sectors of the economic society) affair with non-political body as Board of State Pardon.
