Speech at the Conclusion of the Study Class for Cadres of the Yunnan Provincial Committee and the Kunming Military Region Party Committee (February 6, 1972)

Abstract

The study class for cadres organized by our Provincial Committee and the Military Region Party Committee is coming to its conclusion today after ten days' work that began on January 28. Among a total of 1,851 participants, 841 are from the military system and 1,010 from the local civilian sector. This study class has conscientiously transmitted and discussed Central Committee Document No. 4 personally authorized for issuance by Chairman Mao and has conducted a thorough criticism of the counterrevolutionary program "Outline of ‘Project 571’" concocted by Lin Piao and his followers. At the beginning of the study class, Comrade Chou Hsing read and explained Central Committee Document No. 4 on behalf of the Provincial Party Committee and the Military Region Party Committee and criticized Lin Piao's counterrevolutionary program, thereby taking the lead in and preparing the ground for our study. During the study period all participants repeatedly and earnestly discussed Central Committee Document No. 4. With an intense proletarian indignation, and using Marxism-Leninism-Mao Tse-tung Thought as the weapon, they criticized Lin Piao's counterrevolutionary program point by point and paragraph by paragraph and denounced it in general meetings. The comrades participating in the study class have taken a serious attitude and concentrated their efforts on studying and analyzing the document conscientiously; they have actively thrown themselves into the battle of great criticism and have produced good results. Through study and criticism all participating comrades have further enhanced their levels of political consciousness and political sensitivity. They have also studied the specific arrangements for transmitting and discussing Central Committee Document No. 4 and summed up the experience of the great criticism, thus laying a solid foundation for all army units in the region and the entire province in transmitting the document, in criticizing bandit Lin Piao's counterrevolutionary program, and in cultivating and training backbone cadres.
