Abstract
Recently many research works were conducted to extend traditional database techniques to accommodate the new requirements of space and time combining information mainly on moving objects expression. A research in Disaster Information Management System (DIMaS) modeling in Indonesia that was based on space and time aspect has been designed as Spatio-Temporal Disaster Information Management System called Spatem DIMaS. It is an information system which cope disaster event that have a lot of certain or uncertain condition. Therefore it is essential to have comprehensive and accessible disaster information systems which describe all kind of possible hazard information based on space and time aspects during all the stages of the disaster management cyclic. There is a widespread understanding among researchers that Information Systems can increase the efficiency of the system. Especially in Disaster Management System such as Spatem DIMaS which is using spatio-temporal database, disaster information should be oriented to fulfill all users' needs of disaster information in term of space and time. In Indonesia, according to Guide Lines of Pusdalops-PB — National Disaster Management Agency (BNPB) Indonesia 2011 is stated that existing information systems largely ignore the user's point of view. Therefore how the information should be extracted from spatio-temporal disaster database become as an important issue. It is depend on how query can be defined to extract disaster information in term of space or time only or both space and time to fulfill user disaster information needs. Further how Spatem DIMaS should be implemented by the DSE Research Group in ITB raise as a big challenge. Up to now the model of spatem DIMaS database system has been designed and at present the prototype of this system is begun to develop. Important task of the prototype preparation is to breakdown and to explain how the query will be implemented according to spatio-temporal database model. In this article an elaboration of Disaster Management System by National Disaster Management Agency (BNPB) that suitable to the Spatem DIMaS will be done and how query should be prepared will be expressed more detail.
