Basically, each disaster is treated as a new problem and the response is based on the hastily constructed data. So, even there is a response, a poor decision often caused by inaccurate information. In the digital era, the utilization of information system for daily activity is considered important, especially in disaster management. The purpose of this research is to design a crowd-based geographic information system for disaster management.
