Abstract
There is serious concern about the new round of the arms race in which outer space activities play an important part. It is submitted that the US Space Shuttle programme envisages the use of manned space flights for missions with clearly military aims; such aims did not exist in the previous development of manned space travel. The Soviet programme, based upon the use of orbital stations in connection with service satellites, is outlined. Particular attention is paid to the inter-Cosmos programme in which nine international crews have participated in the exploration of outer space for peaceful purposes. The only guarantee that manned space flights will be used exclusively for peaceful purposes is to conclude further international agreements against the militarization of outer space. In this respect the Soviet proposal submitted to the 36th Session of the UN General Assembly is an important step.
