Abstract
The implementation of education fees is the necessary requirement of great development and popularization of higher education. This paper first analyzes the influencing factors of residents' capacity to pay for higher education in different areas of China, and then pretreats the data with SOM network, which has the ability to deal with the high dimensional and complex data. Finally it uses the clustering function of SOM neural network to make cluster analysis and comparison of people's capacity to pay for higher education in China's different regions. The clustering analysis results based on SOM are displayed in two-dimensional graphics, showing intuitively and comprehensive of residents' capacity to pay in various regions of China.
