Abstract
It is substantiated that overcoming crisis phenomena, ensuring sustainable socio-economic development and maintaining macroeconomic stability currently occupies a central place in the development strategies of almost all countries. It is noted that the multitude of interpretations of the category "innovation" can be conditionally divided into four fundamentally different groups that reveal the scientific content of innovation from the point of view of economics in different ways: innovation as a process; innovation as change; innovation as a result of introducing an innovation into practice; innovation as a means of practical use of innovations. The concept of «innovative and investment development» is revealed - it is complex, combining a very wide range of multilateral phenomena and processes. It describes various aspects of the existence and activity of the socio-economic system, which are related to the processes of reproduction both in the economy and in society. The article analyzes the scientific literature, Ukrainian legislation and foreign experience regarding investment and innovation activities. It is noted that the investment and innovation model in conditions of sustainable development should ensure an increase in the investment attractiveness of the state for the effectiveness of structural innovation transformations at the national and regional levels. It is noted that in order to implement the investment and innovation model in the conditions of sustainable development of the economy of Ukraine, it is necessary to create appropriate legal, economic, organizational and other conditions for the country's investment attractiveness, which will allow attracting investors to the sphere of innovation. An important factor in the implementation of this task is the qualitative state of legislation in the field of investments and innovations, the formation of the country's competitive potential on the domestic and foreign markets.
