Abstract
Is an efficient and competitive telecommunications environment an equitable one? Ideas of 'social equity' play an important part in the discourses of Australian telecommunications policy makers. However, in the changing regulatory climate it is difficult to know in what way those ideas will be translated into practice. The purpose of this paper is to address some aspects of the idea of 'social equity' in telecommunications policy.
