Abstract

In the evolution of the Rule of Law, a path of consolidation is recognized in order to understand the person as the center of the political organization and from this, the transcendence and protection of human rights is deepened, but what a paradox, At the same time, along this path, illegal and/or arbitrary actions and behaviors have been expressed that are externalized through acts emanating from organs that are part of the Administration that, with force and realism, endanger some of those rights, by ignoring them. or affect them in a substantive way, behaviors that respond to various causes, which, many times, are intended to be defended and justified by those who determine and materialize them.
