Abstract
By any measure, the allowance trading program has been successful in meeting prescribed environmental goals at a lower cost than traditional regulatory approaches. By observing the SO 2 program's early performance, we can gain experience that will help us design other environmental programs. However, we caution that the measure of success can be easily exaggerated.
