Abstract

This study examines the organisational aspects of creating a smart city - smart transformation - through projects. The process of creating a smart city is a series of a set of projects that represent a portfolio of projects within a certain period. The portfolio of urban projects includes a portfolio of smart transformation projects as a component. The city's smart transformation takes place in the context of certain prevailing problems and established directions for the development of the city, and then, it is necessary to consider the transformation goals' correspondence to pressing problems and prospects of the city. For this, a method is proposed for selecting the city's most important areas of smart transformation. The method is based on the comparison of the correlation between the goals and directions of smart transformation - the goals and directions of the city's development, taking into account their priority. It has been determined that the mission of smart transformation is resistance and reduction of entropy, the growth of which accompanies the life of modern society. The project's contribution to the reduction of entropy should be one of the criteria for selecting projects, which is the subject of further research.
