Significant Treatment: An Assessment of Issues-Programs List Availability in Missouri Radio Station Public Inspection Files

Over the past three decades, rising competition from television and other new media prompted the FCC to ease the responsibilities of radio stations to maintain extensive records of issues programming, while retaining the responsibility of stations to provide ready public access to records. This study investigated the availability of Issues-Programs Lists in nearly 100 Missouri radio station Public Files. One in five randomly sampled stations failed to produce access to Lists upon demand as required under federal law. Noncompliance themes include: Inability to access Public Files within 20 minutes of face-to-face requests; station personnel with limited or no knowledge of Files; denial of access to Files and Lists (i.e., verbal refusals, locked studio doors); and incomplete Files. The rate of noncompliance leads the researchers to urge greater efforts among Missouri broadcasters to be aware of and to train station personnel properly to respond to File requests.

The purpose of this investigation was to examine the role of sport and education in community service promotional events that have been conducted by commercially licensed Black/urban radio stations. Four events were examined: The River City Football Classic in Louisville, Indianapolis' Coca-Cola Circle City Classic, Black Expo Chicago, and Unity Weekend in Philadelphia. These promotions have not only honored African American athletes, but have also encouraged African American students to participate in sport events and attend African American colleges or universities. Information was gathered through personal interviews with radio station management, newspaper clippings, stations' public files, promotional file material, and observation of the promotional events. Through creative partnerships with local business, corporate sponsors, and local government, these radio stations have been able to promote events that they could not otherwise afford. Finally, the problems inherent in the corporate sponsorship of these events by alcohol and tobacco companies will be discussed.

Radio programming: Station format and alternative models of the audience in the U.S.‐Mexico border region

The article analyzes the use of radio “classified‐ad” shows for the sale of goods and services. The article finds that in commercial radio, some Spanish language radio stations (SLRS) program communicative opportunities for listeners in the form of “classified‐ad” type shows on a regular basis. The article presents two significant finding: first, that program format decisions are organized by the “model of the audience” that station personnel hold. The SLRSs studied hold a “participatory model” of the audience. The article distinguishes different models of the audience and indicates how the models summarize radio station personnel perspectives and behaviors surrounding program choice. The second finding is that proximity to the U.S./Mexico border produces variation in “classified‐ad” type shows. The local variation (in El Paso, Texas, Tucson, Arizona and Albuquerque, New Mexico) in the organization of these programs is described and explained according to the mutual needs and purposes of the local community and the radio station. The article concludes with a research agenda that flows from this initial investigation.

The broadcast industry has experienced unprecedented change and growth within the last decade. Mergers, acquisitions, and federal law relaxations and restrictions have all changed the landscape for radio and television stations. One result is greater pressure being placed on the advertising sales departments at broadcast entities to meet larger bottom lines and greater investor expectations. However, traditional advertising revenue has been either stagnant or declining in many markets. Accordingly, television and radio stations have increasingly turned to other sources of income referred to as nontraditional revenue (NTR). Typically, sources of NTR have included cause-related marketing, event sponsorship and internet-based couponing and sweepstakes. Accordingly, this study, based on a survey of industry professionals, reveals the local broadcast television and radio industries' present and future levels of activity in pursuing various NTR promotional areas and how the NTR function is managed from an organizational point of view within the station.

4. The political economy of digital media

It is well known that the business models of the mainstream media industry have been thrown into disarray by the arrival of the internet, which has enabled widespread diversification of media content, mostly delivered for free. In fact, of all industries, digitalisation's impact has affected the media industries first, and most compellingly. Although Indonesia's official internet penetration rates remain low, Indonesians with internet access are living in a time of tremendous choice for online news, informa-tion and entertainment. Individual citizens can also maintain their own participatory media sites, including blogs, Facebook pages and YouTube channels. For the mainstream media companies, digitalisation is bringing enormous challenges, but also significant opportunities. This chapter explains how digitalisation has favoured the larger media companies, whose owners have become wealthier and more politically powerful, and has hindered smaller news sites, some of which are dying out. Despite the fragmentation of media content caused by the internet, digitalisation has enabled further concentration of the mainstream media. Industrial media remains a key avenue by which elites exert power in Indonesia. In the early days of the internet, many scholars predicted that the ‘new’ online media platforms would replace the ‘old’ or ‘traditional’ media of print, radio and television. Rather, what occurred was that the platforms converged, and the distinct delineation between online and print or television media became largely redundant as old and new media began to ‘collide’ (Jenkins 2006). All major news companies in Indonesia began to acquire digital television and radio stations; online news and social media sites; citizen journalism ventures; and even new daily print publications as newspapers merged and converged. The mainstream media companies believe that to survive financially in the digital era, they must swiftly morph into multiplatform news services. New digital technologies are allowing for a convergence of social media with print, television, radio, telecommunications, cable television, satellites, gaming, citizen journalism and much more. The previously traditional media companies are now branching out into other digital business ventures such as e-commerce, creating larger digital ‘ecosystems’. This has led many in the media industry and those who study it to rightly ask: ‘What exactly is a media company in the digital age?’ (Economist 2006).

French Radio Broadcasting in Louisiana 1935-1958

French radio broadcasting began in 1934. Since that tine, twenty-one radio stations in Southwest Louisiana have broadcast in French.- In August, 1958, 18 of these stations were broadcasting in-French*- This study investigates the broadcasting activities of these 21 stations and reports the nature and extent of their French programming from the time of their origins through August, 1958. Personal interviews with station managers and program directors, schedules and logs at individual stations, and microfilms of local newspapers containing broadcasting schedules were chief sources of information. Personal correspondence with radio station personnel and civic organisations supplied important supplementary material. The study opens with a brief introduction to the Louisiana French and their culture. Then follows an- analysis of French radio broadcasting activities by individual station. A total of 98 hours and 30 minutes In French are now broadcast weekly over 18 radio stations in Louisiana. Of this 64 hours are music, 18 are news, and 11 are religious broadcasting. Newscasts are marked by local news with human interest slants. Music is characteristic of the area two centuries ego. Regular religious programming emanates from central offices sponsored by the Catholic and Baptist churches. According to station managers, announcers who are effective in French are men who come from the communities in which they broadcast. All are prominent community members, several being elected public officials. A large response indicates that French audiences still-'listen to the broadcasts. Station ' managers predict that.time scheduled to French broadcasting will slowly decrease and eventually disappear because of an influx of English speaking-people and a lessening of French ' cultural traits.

Sustainable cities versus radio base stations (RBS) installation: setback of Porto Alegre/Brazil public policy

In Porto Alegre/Brazil, the Municipal Law nº 8.896/2002, which set limits of exposure to non-ionizing radiation more protective than the levels established by the Federal Law, became a reference to other municipalities in the creation of RBS public policies, in line with the precautionary principle. In this scenario, an exploratory and descriptive research of qualitative nature was performed choosing as case study the municipal law of RBS in Porto Alegre, from the perspective of Sustainable Development. The results showed that the Municipal Law nº 8.896/2002 can be considered an innovative regulatory mark for Sustainability Development. Nevertheless, there was a flexiblization of legislation, which occurred in 2014, especially in the aspect of health. In addition, there was a repeal of Law nº 8.896/2002 at the end of 2018, resulting in an environmental setback in the political discussion about the possible adverse effects caused by electromagnetic pollution in the cities.

El FC Barcelona y el Real Madrid CF han cambiado su modelo de gestión comunicativa, especialmente en su relación con los medios de comunicación. Favorecidos por la implantación de las TIC, los departamentos de Comunicación de estas entidades se constituyen en gatekeeper al controlar y emitir, a través de sus propios medios de comunicación, como las televisiones y radios propias y los soportes online, las informaciones que ellos mismos generan. De este modo, controlan los mensajes y los emiten directamente a sus públicos objetivos sin la intermediación de los medios convencionales, condicionando las rutinas productivas de los periodistas deportivos.El objetivo de este trabajo es mostrar la percepción que estos profesionales tienen sobre las diferentes herramientas y soportes online que los departamentos de Comunicación de estos clubes emplean en su actividad diaria con los medios.AbstractThe FC Barcelona and Real Madrid CF have changed their communicative management model, especially in its relationship with the media. Favored by the introduction of ICT, Communication departments of these entities constitute gatekeeper to control and issue, through their own media, such as television and radio stations and media own online, the information that they generate. Thus, controlling broadcast messages and their target audiences directly without the intermediation of the mainstream media, conditioning routines productive sports journalists.The aim of this paper is to show the perception that these professionals have about the different tools and online media Communication departments to use these clubs in their daily activities with the media.

REGIONAL JOURNALISM IN REFLECTION OF PROFESSIONAL AWARDS (BASED ON MATERIALS FROM THE SIBERIAN FEDERAL DISTRICT)

The article analyzes the results of key political contests: «10 best newspapers in Russia» and «Golden Press Fund» (for periodicals), «TEFI Region» (competition for TV channels), «Together Media. Radio» and «Together media. Online». Thus, the contests that have become the material for the research presented in the article make it possible to capture all types of media: periodicals, television, radio and online media. The results of the analysis showed that a total of 25 Siberian newspapers were noted among the periodicals, 13 of which represent the Krasnoyarsk Territory. The editorial staff of the Siberian Federal District did not win the television competition often, in recent years only 7 TV channels have been awarded. The winners of «TEFI Region» are most often projects of local branches of VGTRK. GRTC Gorny Altai and Omsk Channel 12 were awarded for feature films. In 2021, the Novosibirsk OTC received the TEFI for the design of the studio. 4 Siberian teams proved themselves in the competition of radio stations at the All-Russian level, 15 at the interregional level. The interregional Radio Siberia stands out among the radio stations. Among online media, 6 Siberian editorial offices won at the All-Russian level, 24 were noted among representatives of the federal district. The winners were most often the NGS (Novosibirsk, Krasnoyarsk, Kemerovo editions). Although there are several local media outlets in Tomsk and the Altai Territory among the winners. For all the analyzed contests, the basis for the formation of nominations becomes a functional-activity, rather than a thematic criterion. Based on the results of the analysis of the results of the competitions, the article is compiled into tables and thus succinctly, but fully, the Siberian media that won the interregional competitions are presented. The results of the conducted research are also of practical importance for analyzing examples of high-quality regional journalism with students.

RADIO ART REPRESENTATION ROLEOF THE XX CENTURY IN UKRAINIAN CULTURE

The article is devoted to the philosophical and cultural analysis of Radio Art role in the development of the XXth century in Ukrainian culture. The problems of the article are due to the insufficient scientific attention to the study of radio as a cultural phenomenon, its functions and the influence of the formation and popularization of modern culture due to the rapid displacement of television and audiovisual media in the XXth century. The first radio station on the territory of the Soviet Ukraine appeared in Kharkiv, which contributed to the spread of radio broadcasting in other cities and the development of Radio Art genres. However, despite of the comprehensive study of the social, cultural, and political role of radio by Western scientists, the development of Radio Studies abroad and the availability of history works of radio broadcasting in Ukraine, Philosophical and Cultural Studies the radio and Radio Art remain limited in Ukraine, which is the relevance of the research. The purpose of the study is to determine the role of Radio Art as a means of shaping the culture of the Soviet Ukraine in the XXth century, to determine the functions of Radio Art, which, through the popularization of various artistic genres, formed the cultural identity and national consciousness of the society. The scientific novelty of the study consists of the attempt in a historical-philosophical analysis of the cultural specificity and social role of Radio Art that developed on the territory of the Soviet Ukraine in the XXth century. In the Western Europe, in addition to the informational, campaigning, popularizing functions, radio performed the consolidation function, in particular, it contributed to the construction and consolidation of the marginal cultural communities’ identity, the cultural adaptation of refugees, the visibility of gender and national minorities. Soviet radio exerted powerful ideological influence on people's consciousness, but radio plays, radio dramas, performances of Ukrainian writers in the "in front of the microphone" genre not only contributed to cultural enlightenment and the spread of the Western European drama, but also actively shaped the national consciousness of the Soviet Ukraine. Radio plays, radio dramas, journalistic radio essays were created as highly artistic works that organically combined literary and theatrical artistic means. It was determined that Radio Art represents an open space for experiments due to the flexibility of its main tools – voice and sound, with the help of which it is possible to embody any images of actors, inconsistency and discontinuity of events, due to which Radio Art has unlimited potential to develop associative thinking in listeners. The article examines that Radio Art, created on the basis of the Ukrainian writers works and playwrights strongly contributed to the formation of the national informational and cultural space of the Soviet Ukraine that allowed Ukrainian radio to expanded national radio broadcasting after Ukraine gained independence.
