Abstract
The confusion and chaos that results when a domineering father is married to a submissive spouse is a surefire recipe for raising a neurotic child. A similar relationship exists within many U.S. government agencies, many of which have conflicting and often contradictory mandates. For example, the FAA is empowered simultaneously to encourage air travel and to regulate the airlines that provide air travel services. The FDA encourages new drug development while at the same time requiring drug companies oftentimes to spend close to a decade getting those new drugs approved. Such duality of roles provides a fast track to turmoil. Add to this the interagency rivalries, and you may then begin to understand the nature of bureaucracy.
