Abstract
Undoubtedly Tanzania must increase overall funding for its health service. Economic growth is needed but to do so necessitates improvements in health and better infrastructure and planning of public services in all sectors. External organisations have driven most reforms in the health sector. Thus far they have succeeded in creating an essentially market driven system with few safeguards for the poor and inadequate population coverage of high quality medical services. The expansion of the private sector is progressing at an exceptional pace; an issue of concern since there is very little capacity to monitor and regulate its effect and it seems likely to result in further inequity. It remains to be seen how well the recent reforms will meet Tanzania’s needs and it is doubtful whether the government has sufficient ownership to exert control. (excerpt)
