Abstract
The tardy development of education, and particularly science education, in England and Wales requires explanation. The social and political conditions at the beginning of the nineteenth century, and the prevailing attitudes to science, kept both science and education institutionally weak. Moreover, the forms of education which did develop were concerned with social stability and this delayed and distorted the introduction of science into the curriculum.
