Abstract
The system of ethnic education in the USSR in the period preceding World War II had already formed in two metropolitan centers. Analysis of data on the number of national schools and the system of teacher training for them was carried out on the basis of data from reference publications of the period under review. The most important changes in the management of national education and cultural institutions throughout the country are considered.
