Abstract

In 1995, the European Commission invited a group of about 20 European and African scholars to meet in Brussels. They represented three research teams who had each submitted proposals to the European Commission for concerted action projects that involved prevention of diseases and promotion of health in the field of sexual and reproductive health. The members of each of the teams were not aware of the submissions of the other teams. The purpose of the meeting was to assess whether it was possible for the three teams to merge, and submit a single large proposal to the European Commission for a concerted action project.
