Abstract

Do Russian foreign policy elites' definitions of the geographical domain of Russia's interests change with the stability of oil prices? Using survey data from March and April 2008, Russian foreign policy elite conceptions of national interest are examined. Key foreign policy matters are the foci. The ways expectations about an oil price decrease shaped views of Russia's national interest, and how these impinged upon elite predispositions concerning use of military power and energy resources to protect state interests and support the interests of Russians outside Russia, are considered as are attitudes toward unification with Ukraine and Belarus.
